Step by step
- Units: the present meter reading minus the previous one.
- Category: lifeline (100 units or less, under the conditions NEPRA sets), protected (200 units or less in each of the last six months) or unprotected.
- Energy charge: protected consumers pay each slab’s units at that slab’s rate. Unprotected consumers get the benefit of one previous slab only: units in the slab they reach are charged at that slab’s rate, and every unit below it at the previous slab’s rate.
- Fixed charges, where the notification in force sets them for your sanctioned load.
- Fuel price adjustment (FPA): a per-unit charge or credit for a past month, announced separately.
- Taxes and duties: general sales tax, electricity duty (a percentage of the energy charge, set by province) and the TV fee.
Worked example (method only)
An unprotected home that used 250 units reaches the 201–300 slab: its 50 units above 200 are charged at the 201–300 rate, and its first 200 units at the 101–200 rate. A protected home that goes above 200 units in a month is billed at unprotected rates for that month and stays unprotected for the next six months.
Slab rates in Bill Ghar’s table
Base rates per unit before taxes and adjustments, from the version “Uniform domestic tariff, July 2024”, in force from 2024-07-01. This version is still awaiting review against the notification, and changes reported in 2025–26 (rebasing, fixed charges, duty and TV fee changes) are not entered yet, so treat these as estimates. The amount on your official bill is what you pay.

Why your bill can differ from an estimate
- Fuel price and quarterly adjustments change from month to month.
- Arrears, instalments and late payment surcharges are added on the bill.
- A new notification can change the rates; Bill Ghar adds it as a new tariff version and keeps the old ones.
